Status Update on PQNE v Lennar Lawsuit Settlement Actions

In August 2023, PQ-NE Action Group settled its lawsuit against Lennar Homes, resolving its legal challenge against the Junipers housing project. This agreement includes actions in pursuit of a safer, more livable environment for residents of northeast Rancho Peñasquitos.

Following is a list of Lennar's agreed-upon actions and the progress made to date. Please know that a liaison from PQ-NE Action Group is present at all appropriate meetings with Lennar and the City of San Diego.

  • Construct a roundabout at the intersection of Cuca Street and Peñasquitos Drive.
    Application for the roundabout was submitted to the City of San Diego and is currently under final review.

  • Apply for an additional residential road and a full-sized, code-compliant emergency access road out of northeast Rancho Peñasquitos and construct these roads if approved.
    Traffic experts hired by PQ-NE Action Group are working directly with Lennar's traffic consultants. Their research and data will be shared with the City of San Diego to determine the most appropriate solutions for the roads.

  • Increase the size of the park area in the Junipers project that will be open to all residents.
    The City of San Diego has approved the 30% increase in the park acreage that PQ-NE Action Group negotiated, made possible by Lennar's reduction in its Junipers project density.

  • Plant an additional 93 mature trees to provide a screen against noise and emissions from the nearby freeway, at agreed-upon locations on the Junipers site.
    This action will happen when the Junipers project is nearly completed.

  • Provide funding for the purchase and placement of evacuation equipment storage sheds in northeast Rancho Peñasquitos.
    Lennar's funding for two evacuation equipment storage sheds is now in an escrow account. We are currently seeking appropriate locations for the sheds in northeast Rancho Peñasquitos.

WHO WE ARE

The PQ-NE Action Group is a 501(c)(3) community organization formed 16 years ago to represent the interests of northeast Rancho Peñasquitos, an area targeted by the City of San Diego for significant redevelopment. Our group is committed to promoting and preserving a safe and livable environment for residents in an area that is being impacted by high-density housing projects.

OUR COMMUNITY

Northeast Rancho Peñasquitos is a family-friendly paradise bordering on the 2,300-acre Black Mountain Open Space Park. Unfortunately, what makes our community beautiful, can also make it dangerous—residents have been evacuated due to wildfires at least five times in the last three decades. With only one road to safety, we are concerned about the impact of redevelopment adding people and vehicles.

‘Save PQ’ isn’t just a catch-phrase—it’s the mission that drives the PQ-NE Action Group. For years, Rancho Peñasquitos was an idyllic community of 1,400 homes, apartments and townhomes, plus an elementary school, golf course and hotel. Today, so much has changed.

FIRE SAFETY

In the past 20 years, Northeast Rancho Peñasquitos was evacuated at least five times because of wildfires. Our community borders on the expansive 2,300-acre Black Mountain Open Space Park, which is designated as a Very High Fire Hazard Severity Zone.
